2000 Congressional Briefing on Air Pollution and Global Warming Report

These documents reflect the Environmental and Energy Study Institute’s (EESI) May 2000 Congressional briefing on “Air Pollution, Global Warming and Petroleum Security: Is Vehicle Technology the Answer?” It was sent to the Association of International Automobile Manufacturers’ (AIAM) Environment and Energy Subcommittee and includes EESI’s meeting notice and two presentations from the meeting’s panel. It was submitted during discovery in Green Mtn. Chrysler Plymouth Dodge Jeep v. Crombie and Central Valley Chrysler-Jeep, Inc. v. Witherspoon.

The first presentation, “Current and Future Technology” by American Honda’s John German, demonstrated Honda’s role in curbing emissions. The opening slide showed that the year 2000 would be critical in addressing the increasing “social priority [of] global warming.”  The graph projected CO2 reduction as the most effective solution to mitigate the “social priority” of climate change when compared to reductions in CO, HC, and NOx emissions or alternative fuels.

Explaining that Honda needed to take the lead on emissions reductions, German outlined socio-economic issues in the US: “Customers do not recognize any individual needs/responsibility to help reduce GHG emissions: … Little public understanding that fuel consumption correlates with GHG emissions.” A table of “Average Smog-Forming and Global Warming Emissions” ranked by automaker from best to worst was also provided, embedded below.

John DeCicco from American Council for an Energy-Efficient Economy gave the second attached presentation, entitled “The Road to Clean Cars.”
